Karen Carlton is passionate about her role as the Commissioner. Her first task was to publish and have adopted a Code of Practice for Ministerial Appointments to Public Bodies in Scotland. The draft Code was laid before the Scottish Parliament on 19 May 2005, starting a nationwide consultation that ended in September 2005. The new Code came into force on 01 April 2006. |
Diversity Delivers LaunchedSeptember 2008 The Commissioner's strategy for enhancing equal opportunities in Scotland’s ministerial public appointments process, entitled Diversity Delivers, was launched on 01 September at the Scottish Storytelling Centre on the High Street in Edinburgh. John Swinney MSP, Cabinet Secretary for Finance and Sustainable Growth, spoke at the event of the Scottish Government's commitment to the proposals in the strategy. Scotland's public appointments process a model for China?May 2008 The Commissioner attended an event at the Scottish Parliament held for the Chinese Ministry of Personnel. The Ministry had specifically contacted OCPAS as it wished to find out more about the public appointments process in Scotland. Alex Neil MSP agreed to host the event in his capacity as Deputy Convener of the European and External Relations Committee. |

Consultation with the Scottish Parliament on Diversity DeliversJanuary / February 2008 In January and February respectively the Commissioner gave evidence to the Equal Opportunities Committee and to the Standards, Procedures and Public Appointments Committees of the Scottish Parliament on the proposals for Diversity Delivers, the Commissioner's strategy for enhancing equal opportunities in Scotland’s ministerial public appointments process. The proposals were well received and garnered support from both committees. |
